Overview:
Policies differ from one situation to the next. Such variations create challenges for using evidence to improve policy design and implementation. This course introduces five methods that can be used, singly or in combination, to learn about how different types of policies work—in theory and practice—and to draw relevant conclusions for cases at hand.

This course extends and builds on the former public policy course—Intervention Logic.

Who should attend:
This course is designed for Policy Analysts, Policy Advisors or anyone in the policy division (analysis, advisory or evaluation) who want better skills in understanding how policies work and making them work better.

Learning objectives:

•Understand the relative strengths and limitations of five methods to gain insights from policy ‘theory’ and existing knowledge about policies in other contexts
•Apply insights about how policies work to new policy design or evaluation tasks, taking into account different contexts.
Course outline:

•What we need to know about how policies work and what challenges we face
•Summarising the knowledge base: literature reviews and systematic reviews
•Getting the intervention logic: the links and assumptions in policy hypotheses
•Bringing in context and outcome variation: using realist synthesis to find out what works, for whom, and in what circumstances
•Extrapolating from second-hand experience: working with case ‘exemplars’.
Course format:
The workshop uses a combination of presentation, group discussion and exercises based on selected examples. Participants are expected to complete a small amount of pre-course reading material.
